ESO Mysteries: the case of the Hollow City flower node

There is a strange corn flower in the Hollow City. I saw it the other day on my way to the shrine from the Coldharbour house, but I couldn't pick it when I was given the prompt, and then I noticed a message saying 'someone is using that', so I figured maybe another player in a different instance was also trying to pick it. But the corn flower didn't disappear, it stayed there, refusing to get picked. The next day I also happened to pass from the same spot, and I saw it again, but I kept getting the same message when I tried to harvest it. It's still there today, which is really eerie, given this is the Hollow City and all :D) It makes me thing that there is a ghost haunting this corn flower, forbidding people from picking it, but for what reason?? ^^;;;
